Abstract
Following the practical guidelines published by the SNPTV (Syndicat National de la Publicité TV) and the BVP (Bureau de Vérification de la Publicité), which became the ARPP (Autorité de Régulation Professionnelle de la Publicité) in June 2008, when television advertising switched to the 16/9 format on 2 April 2008, the CST, the Ficam and the representatives of the HD Forum decided to produce a technical synthesis of them to guide service providers in producing advertising programs.

Version v 1.0 of this technical recommendation was issued on 17 April 2008. Its purpose was to define technically the "Title" protection area to be applied when placing text mentions and graphic elements in a programme produced in the 16/9 format. Such a programme had to be compatible with broadcast to a 4/3 network in 14/9 "letter box" mode.

It is understood that the area named "Title" includes the following information:

➢ All "Advertiser" information in text form

➢ All informative, legal and corrective mentions, including cross-references and the signs used for these cross-references (asterisks, numbers, …)

➢ The elements of the advertisers' graphic charter

Since November 2011 (the end of analogue transmission of television programs in France), advertising programs are no longer broadcast on 4/3 networks. Viewers with 4/3 sets are assumed to have a digital decoder (cable, DTT or satellite receiver) that converts 16/9 signals for display in "letter box" format on a 4/3 set. This had led to the first revision of the recommendation (v2.0), in 2013.

Since early 2017, French production of advertising programs has switched entirely to HD.

This revision only covers broadcast in a 16/9 (1.78) picture ratio, illustrated in HD 1920 x 1080 format. As the recommendation is now expressed as percentages of the picture display areas, a complete table of correspondence of values and dimensions for HD / UHD 3840 x 2160 and UHD 7680 x 4320 is provided at the end of the document.

Suite aux modalités pratiques publiées par le SNPTV (Syndicat National de la Publicité TV) et le BVP (Bureau de Vérification de la Publicité), devenu ARPP en juin 2008 (Autorité de Régulation Professionnelle de la Publicité), à l’occasion du passage le 2 Avril 2008 de la publicité télévisée au format 16/9, la CST, la Ficam et les représentants du HD Forum avaient décidé d’en réaliser une synthèse technique afin de guider les prestataires dans la fabrication des programmes publicitaires.

La version v 1.0 de la présente recommandation technique a été éditée le 17 avril 2008. Elle avait pour objet de définir techniquement la zone de protection « Titre » à appliquer pour l’inscription des mentions textes et des éléments graphiques dans un programme fabriqué au format 16/9. Ce programme devait être compatible pour une diffusion vers un réseau 4/3 en mode 14/9 « letter box ».

Il est entendu que la zone nommée « Titre » inclus les informations suivantes :

➢ Toutes informations « Annonceur » sous forme de texte

➢ Toutes mentions informatives, légales et rectificatives, y compris les renvois et les signes utilisés pour ces renvois (astérisques, numéros, …)

➢ Les éléments de la charte graphique des annonceurs

Depuis novembre 2011 (fin de la transmission analogique des programmes de télévision en France), il n’y a plus de diffusion de programmes publicitaires sur des réseaux 4/3. Pour les téléspectateurs équipés de poste 4/3, il est admis qu’ils doivent disposer d’un décodeur numérique (récepteur câble, TNT ou satellite) qui permet d’assurer la conversion des signaux 16/9 pour affichage dans un format « letter box » sur un poste 4/3. Cela avait occasionné la première révision de la recommandation (v2.0), en 2013.

Depuis début 2017, la production française de programmes publicitaires a entièrement basculé au format HD.

La présente révision ne prend en compte que la diffusion dans un ratio d’image 16/9 (1,78) illustré dans un format HD 1920 x 1080. La recommandation s’exprimant maintenant en pourcentage des zones d’affichage image, un tableau de correspondance complet des valeurs et dimensions HD / UHD 3840 x 2160 et UHD 7680 x 4320 est proposé en fin de document.
