- Abstract
- Television is a technology in its youth – only 50 years have passed since the introduction of a regular broadcast service by the BBC. Today, many improvements in broadcast television services are technically possible. As the 21st century approaches, implementation of these improvements is essential if broadcasters are to remain competitive. The first step toward the future is to begin the orderly changeover of production facilities to allow the production of programs of a higher technical quality. To a large degree, this changeover has begun. No modern television plant today uses strictly analog composite signals for its operations. Digital signals and component formats are increasingly being used to provide new capabilities and improved performance. As improvements in production systems continue to be implemented – including the use of high definition television – superior delivery system must also be developed. VCRs and cable systems have fewer technical restrictions than broadcast services in taking advantage of such developments. This paper examines the current trends in improved production systems and their implications for the furture; and discusses the need to provide higher technical quality throughout the various delivery channels.

Joseph Flaherty received his degree in physics from the University of Rockhurst, Kansas City, Mo., in 1952, and began his television career at WDAF-TV. After serving with the U.S. Army Signal Corps. in 1955, he joined NBC-TV in New York as a television engineer. In 1957, he joined CBS as a television design engineer. In 1959, he became the network's director of technical facilities planning, and in 1957, he was promoted to general manager, and subsequently appointed vice-president and general manager, engineering and development. Flaherty is a Fellow of the SMPTE, and has served as SMPTE Vice-President for Television Affairs and as SMPTE Executive Vice-President. He is a Fellow of the Institution of Electrical Engineers (IEE), U.K.; a Fellow of the Royal Television Society (RTS), U.K., a member of the Society Fernseh-und-Kinotechnischen Gesellschaft (FKTG); F.R. Germany; a member of the Societe des Electriciens, des Electroniciens et des Radiolectriciens (SEE), France; and an Honorary Member of the Institute of Television Engineers of Japan. Flaherty serves on the Executive Committee of the Montreux International Television Symposium, the Excutive Committee of the Advanced Television Systems Committee (ATSC), and the USIA Advisory Committee on TV Telecommunications. In 1969, he was the recipient of an Emmy Award Citation for the CBS Minicam Color Camera, and was the 1974 recipient of the David Sarnoff Gold Medal. He received, for CBS, the 1975 Technical Emmy Award for ENG, and in 1979 he received the Montreux Achievement Gold Medal for the development of the concept and the operational implementation of ENG. In 1983, Flaherty was the recipient of the NAB Engineering Award; in 1984 he received the SMPTE Progress Medal Award. In 1985 Flaherty was nominated to the rank of Chevalier d l'Ordre National de la Legion d'Honneur by President Mitterand of the Republic of France. In September 1986 he received, on behalf of CBS, the Emmy Award for the electronic editing system for programs produced on film. He is a frequent lecturer on television technology and has published many technical articles on various aspects of television broadcasting. - Copyright
