Abstract
The introduction of Advanced Television (ATV) in the United States is such a complex, difficult, and expensive undertaking that the means for bringing it into being must follow a carefully considered migration path. Important elements of the change which must be provided are the attraction of a large audience, the participation of the largest possible number of program sources and distributors to attract that audience, and the minimization of the costs of introduction to make that participation practical. An approach to meet these goals using Advanced Compatible Television (ACTV) is described.

S. Merrill Weiss is Managing Director of Advanced Television Systems at NBC, in New York. He is NBC's principal technologist and manager directly involved in the development of advanced compatible television (ACTV) at the David Sarnoff Research Center. He has spent a twenty-two year career in broadcasting designing and building new facilities and developing new technologies. He has been involved in SMPTE activities to standardize digital video, component analog video, NTSC, and digital control, and he currently chairs the Committee on Televison Technology. He is a Fellow of the SMPTE.
