Abstract
This paper discusses measurement methods for objectively testing the effects of the Motion Prediction Algorithms used in bit-reduction Video CODECs for NTSC signals. The objective testing method described in this paper utilizes a series of new test signals for measuring the video distortions of dynamic signals resulting from the bit reduction process. These proposed test methods may be used to measure the effects the coding algorithm has on dynamic resolution and temporal response.

Howard Meiseles is Manager of Technical Quality Assurance at Capital Cities/ABC. He is responsible for the continual evolution of the implementation of digital video transmission systems, developing national and international video and audio digital transmission systems using DSC, DSI, and 384 kbit- technol ogy; responsible for the development of ABC engineering standards, developing methods for measuring the distortions of digital coding systems and developed quality assurance test methodology for television and telecommunication facilities. These methods have been proposed for incorporation into national standards and international recommendations. He is a member of IEEE and a member of IEEE committee G-2.1, Chairman of NTC, Chairman of T1Q1.5 and member of the U.S. delegation to CMTT. He has received an Emmy Award for the production of the 1984 Summer Olympic Games.
