Abstract
After the initial meetings at the 1986 NAB, Tele-Systems personnel traveled to Israel to meet with the Architects and additional G.G. Studios personnel to fully outline their requirements for the facility and prepare a technical approach to enable them to realize their goals. From these meetings, and many meetings with potential vendors at the IBC 86, SMPTE 86 and NAB 87, it was decided that the most practical way to accomplish these goals was through a hybrid analog/digital component plant with sufficient bandwidth in the signal handling equipment to accommodate all present and proposed HDTV standards as well as the basic 625/50 Y,U,V signals that would be the mainstay of the plant initially.

William C. Spencer is presently the President of Tele-Systems International, Inc., a company providing production and post-production services, equipment rentals and designs, sales, installation, and maintainence of broadcast and industrial-grade television systems for corporate and broadcast clients. Prior to Tele-Systems in 1984, Spencer was at CBN as manager of engineering services. During his tenure at CBN he was responsible for helping design the installation at CBN Center in Virginia Beach and orchestrating the move from the facilities at WYAH in Portsmouth. He also designed several editing facilities and both the studio installation for METV in Lebanon and the support facilties for subtitling and standards conversion in Virginia Beach. Prior to CBN, Spencer was at PBS in Washington, D.C. He had various positions before coming to PBS, including stints at PBS stations WKNO-TV, Memphis, Tennessee, and KLVX-TV, Las Vegas, Nevada, and short but informative juncture at PJF-TV Saint Maarten, Dutch West Indies.
