Abstract
The current interest in video compression for a range of applications raises the question of how they may be assessed objectively. There is a need to define and to agree criteria and key parameters in order that standards are made as uniform as possible. Compression systems introduce non-linear waveform distortion which conventional ITS waveforms reflect as poor performance but, when assessed subjectively, the picture grading is more acceptable than the objective measures suggest. Some codecs remove the VBI so any ITS is worthless for at least two significant reasons: firstly, the ITS has not undergone the same experience of coding and secondly a single line in the VBI for in-service measurement [instead of full-field testing out of service] is insufficient. The paper will discuss and clarify the measurement of compression system performance.
