Abstract
This paper presents a description of the intricacies of the MPEG compression standard with the goal of convincing the reader how they make what is a simple editing function in other video files extremely challenging in the MPEG space. The target audience is a technical person who has limited knowledge of the MPEG compression standard and wants a working knowledge of the complexities of MPEG compression. This paper introduces no new concepts or technology, but rather highlights practical, hands-on applications and misapplications of the MPEG technology.

Mark D. Conover is the founder and chief technical officer of PixelTools Corp. He studied electrical engineering at Carnegie Mellon University to obtain a B.S. degree and at Rensselaer Polytechnic Institute for a master's degree. Conover has been working in the image processing and display field since 1975 and has focused on image compression since 1981. He has specialized in the MPEG compression field since 1992. Conover has assisted in the implementation of hardware and software MPEG systems at many corporations, including Compression Labs, FutureTel, Lockheed, and DIVA Systems. He founded PixelTools Corp. in 1994 and has headed the development of software MPEG encoding and analysis tools. He is actively involved with many corporate clients in bringing up their MPEG systems.
