- Picture format conversion is an important technology for multiformat broadcast. Many interlaced DTV transmissions are likely to be conversions from other interlaced acquisition formats and the main topic of this paper will be conversion from one interlaced picture to another. Practical realization of this conversion is accomplished by dividing the processing into two parts, de-interlacing and line resampling. In this structure, suitable de-interlacing can be applied using motion compensation. Further, a new de-interlacing method is described to solve problems introduced by motion compensation.

Kenji Sugiyama received B.E. and M.E. degrees from the Science University of Tokyo in 1983 and 1985, respectively. He joined Victor Company of Japan Ltd. (JVC) in 1985. His research has included extended definition television and picture coding. Since 1988 Sugiyama has been an active member of the MPEG standardization and proposed B-picture technology committees. He has been working for the application of MPEG and proposed vaiable bit rate for DVD. Sugiyama is a member of ITE, IEICE, and IEEE CE.Neil NeubertJVC Professional Products Co., Wayne, NJbio
Neil Neubert is the manager of advanced technology for JVC Professional Products Co. and is based in the U.S. He is responsible for the assessment of advanced audio, video, and telecommunications technologies and the application and implementation of advanced technologies in new product development. Neubert participates and represents JVC Professional companies in the activities of major digital audio/video technology and standards-making bodies around the world. Neubert earned a B.S. in electrical engineering from Fairleigh Dickinson University in Teaneck, NJ. He began a career in television engineering designing monochrome closed circuit television cameras and accessory products at the Sylvania Commercial Electronics Division of GTE. Neubert is a member of the IEEE, AES, and SMPTE. He participates in the television standards-making work done by SMPTE and currently serves the Society as Chairman of the Television Recording and Reproduction Technology Committee (V 16). - Copyright
