Abstract
In the last few years, high-definition television (HDTV) technology has been successfully demonstrated, and some products are available for video production. Since HDTV is being introduced gradually, standard definition television (SDTV) will coexist for a long time, therefore, standard converters are necessary to interface equipment and systems of different formats. In this paper, a new solution is proposed for the conversion of interlaced video signals from a high-resolution format down to a low-resolution format, having good performance, low implementation cost, and high design flexibility. Such flexibility can be further exploited for an adaptive implementation.

Luigi Albani received the “Laurea” degree in electronic engineering from the Politecnico di Milano in 1986. In 1987 he joined Philips Research where he was involved in the European project for high-definition television (EUREKA 95) working on HD-MAC signal optical recording. After a year at Philips Research Laboratory in Eindhoven (NL), he began to follow the activity on HDTV signal processing in Monza, Italy. He led projects in the area of digital image processing for HDTV studio and digital television applications and has been involved in the design and development of real-time hardware prototypes for a HDTV digital image enhancer and the video display part of the MPEG2 decoder. At present, he is a project leader at Philips Research Monza where his main research interests are digital video signal processing, digital filtering, image enhancement, and image and video format conversion.

Gian Antonio Mian received the “Laurea” degree in electronic engineering from the University of Padova in 1966. Since 1968 he has been with the Dipartimento di Elettronica e Informatica of the University of Padova, where he is currently Professor of Digital Signal Processing. His main research interests are in the areas of digital filtering and image coding.

Andrea Rizzi received the “Laurea” degree in electronic engineering from the University of Padova, Italy, in 1996. That same year, he began work as a research engineer at the Philips Research Laboratory in Monza, Italy. His research interests are image processing, scan rate conversion, and digital filtering. Currently, he is working on visual quality improvement of graphic images.
