Abstract
Improving picture quality can be achieved with respect to VLSI techniques by signal processing within the given television standards, extending them or by complete new HDTV standards. In this paper some methods of improving picture quality published earlier are investigated. Subjective picture quality has been determined by subjective assessments. A quality comparison is described between standard television system, progressive scan reproduction, vertical pre- and postfiltering, diagonal pre- and postfiltering, high line number (HDTV-) system The result of this comparison is, that the picture quality with diagonal pre- and postfiltering is superior to all other compatible improvements. Compared with the standard television system an improvement of at least 2 grades of the CCIR comparison scale is achievable. The real HDTV system is about 2.5 grades better than the standard system — at the price of a fourfold bandwidth for the transmission channel. As a further result, it can be seen by these tests, that by proyressive scan reproduction also a good improvement of picture quality can be achieved. The achieved subjective impression of resolution and sharpness is comparable to that of the vertical pre- and postfiltering method — therefore, there is no longer a justification for a general reduction of vertical resolution by Kell's factor.

Broder Wendland was born in Germany on May 16, 1934. He received the Ing. (grad) degree in electrical engineering from the lngenieur School Berlin in 1957, and, the Diplom Ing. degree Jrom the Technicul University of Berlin in 1905. From 1965 to 1969 he was with the Heinrich Hertz lnstitute, Berlin, where he was concerned with data transmission techniques. In 1969 he received the Dr. Ing. degree. From 1969 to 1975 he worked at the research institute of ABG Telefunken, Ulm, FRG where he was engaged in commercial picturephone techniques. In 1975 he became full professor at the University of Dortmund. Since 1979 he is working in the field of High Picture Quality Television Systems and High Definition Television. In 1980 he got the Eduard Rhein Prize 79 for his proposals for compatible improvement of TV-systems. In 1982 he became chairman of a HQTV study group which was founded by the Nachrichtentechnische Gesellschaft (NTG) and the Fernsehund Kinotechnische Gesellschaft (FKTG) to study all aspects of high quality television systems for the future.

Dr. Schroder received his Dipl.-Ing degree in “Communication techniques” from the Technical University of Berlin in 1917 and his Dr.-Ing. degree in 1977 from the Technical University of Munich. From 1971–1977 he was with Siemens AG, Munich working in a research laboratory on video transmission and speech processing. In 1977 he joined the institute for communication techniques, University of Dortmund (Leader: Prof. Dr. -Ing. B. Wendland) as a chief engineer. There he works in the field of “High Quality Television” and gives lectures on signal theory and communications systems.
