Abstract
A variable bit rate encoding method for JPEG 2000 is presented. All bit rate constraints described in the DCI Digital Cinema System Specification are satisfied. At the same time, average quality is maximized as allowed by these constraints. Additionally, rate allocation for extra quality (bit rate) layers is discussed. Extra quality layers may have applications in archiving and may provide a method for backward-compatible bit rate enhancements.

Michael Marcellin has been with the University of Arizona, since 1988, where he is professor of electrical and computer engineering and professor of optical sciences. His research interests include digital communication and data storage systems, data compression, and signal processing. He has authored or co-authored more than 150 papers in these areas. Marcellin was a major contributor to JPEG 2000, the emerging second-generation standard for image compression. Throughout the standardization process, he chaired the JPEG 2000 Verification Model Ad Hoc Group, which was responsible for the software implementation and documentation of the JPEG 2000 algorithm. He is co-author of the book, “JPEG 2000: Image Compression Fundamentals, Standards and Practice.” Recently, Marcellin served as a consultant to DCI (Digital Cinema Initiatives, LLC) on the development of the JPEG 2000 profiles for Digital Cinema applications. Currently a consultant for DTS, Inc., Marcellin is working with DTS to develop and market DCI-compliant JPEG 2000 encoding tools for digital cinema and Digital Intermediate applications. Marcellin is a member of SMPTE and a Fellow of the IEEE. He is a 1992 recipient of the National Science Foundation Young Investigator Award and a co-recipient of the 1993 IEEE Signal Processing Society Senior (Best Paper) Award.
Ali Bilgin
bio
Ali Bilgin received a BS degree in electronics and telecommunications engineering from Istanbul Technical University, Istanbul, Turkey; a MS degree in electrical engineering from San Diego State University; and a PhD degree in electrical engineering from the University of Arizona. Bilgin is a research assistant professor in the Department of Electrical and Computer Engineering and the Department of Radiology at the University of Arizona. His research interests are in the areas of signal and image processing and include image and video coding, data compression, and magnetic resonance imaging. He has co-authored more than 80 research papers in these areas. Bilgin is a member of the IEEE, SMPTE, and SPIE. He is currently a consultant for DTS and is working with DTS to develop and market DCI-compliant JPEG 2000 encoding tools for digital cinema and Digital Intermediate applications.
