- Abstract
- Portable and mobile multimedia production faces special challenges posed by transmission bandwidth limitations. This paper describes experimental studies of the multimodal quality of compressed television materials for mobile and portable devices, discusses required optimizations and proposes a mathematical model for content adaptive bit rate allocation. Study results are used to discuss the characteristics of multimodal quality and support the proposition that, if multimodal audiovisual perceptual quality is taken into account, it will improve the quality of new portable and mobile multimedia applications.

Alexander Peregudov received a diploma in radio engineering in 1976. From 1977 to 1990 he was a scientific researcher at St. Petersburg University of Film and Television, St. Petersburg, Russia. In 1990, he founded the D.I.P. Company, which specializes in hardware and software developments for TV broadcasting and digital cinema. Since 2002, Peregudov has worked part-time as a technical adviser at the Russian State Radio and Television Broadcasting Company. Since 2005, he has been vice rector of science and innovations at St. Petersburg University of Film and Television. Peregudov became a member of SMPTE in 1999 and a member of the Institute of Electrical and Electronic Engineers (IEEE) in 2004. He has published more than 60 papers in journals and conference proceedings. His research interests and professional activities include business processes and system optimization for media production. Peregudov has a Ph.D. degree.K. Glasmanbio
Konstantin Glasman received a Ph.D. degree in film and television technology from St. Petersburg University of Film and Television in 1981. He graduated from St. Petersburg State Electrotechnical University with a degree in radio engineering. Glasman is head of the Video Systems Department at St. Petersburg State University of Film and Television. He has published more than 100 papers in international journals and conference proceedings. He was General Chair of the IEEE ISCE 2006 and is a corresponding member of the IBC Paper Committee. Glasman is a member of the IABM Peter Wayne Award for Design & Innovation Panel. His main research interests include image processing, visual quality aspects of video coding, quality evaluation of image in digital television systems with video compression, and multimedia resource allocation. Alexander Belozertsev graduated from St. Petersburg State Electrotechnical University “LETI” with a Ph.D. degree in 2003. His dissertation covered television measurement. He worked at St. Petersburg State Electrotechnical University as engineer and researcher from 1996 to 2003. Belozertsev is an assistant professor in the Video Systems Department at St. Petersburg State University of Film and Television. He is the author of more than 20 journal papers and conference proceedings. His research interests include image quality evaluation, digital electronics, signal processing, and electronics development (including System-on-Chip technology).E. Grinenkobio
Evgeniya Grinenko received a B.S. degree in audiovisual technology from St. Petersburg State University of Film and Television in 2008. Currently, she is working towards an M.S. degree in the Video Systems Department at St. Petersburg State University of Film and Television. She has published seven papers in journals and conference proceedings. Her research interests include quality evaluation of image and sound in digital television systems, multimedia resource allocation.
