Abstract: The Navy's method of story development and control is based on a visualization of the contents of a film from the initial outline to the screening of the final composite print. Such a plan is necessary to satisfy specific Navy training requirements and to provide the right film in the least amount of time and for a minimum amount of money. Through a system of story conferences and production check points each film is developed in terms of pictures—not words. Such visualization has helped insure the success of the Navy's training film program.
