Abstract
The parameters involved in the transmission of digital television have now become too numerous to list. The secret of maintaining reliable, high-quality services over the different transmission systems is to focus on those critical factors that may compromise the integrity of the system. With the addition of new challenges and compression technologies like MPEG-4, H.264/AVC, and WMV9, modern RF and MPEG monitoring systems must be equipped to ensure safe delivery of these new services with high integrity and good quality. This paper describes those important measurements, which can have significant impact on maintaining distribution and transmission system performance, ranging from RF performance characteristics, such as modulation error ratio (MER), through to MPEG layer tests, such as H.264/AVC signaling and PCR measurements to identify and help resolve network jitter issues. Different strategies for monitoring these critical parameters are described, especially how to achieve cost-effective results by applying the correct tests and equipment to appropriate points within the transmission chain, from downlink/encoding, through multiplexing, remux, and final delivery via uplink, headend, and transmitter sites.

Chris Purdy is a chartered engineer and full member of the Institution of Electrical Engineers with over 30 years experience in the broadcast television industry. Purdy's experience covers design of test equipment-routing matrices, TV standards converters, digital framestores, special effects systems, and post-production editing equipment, and he his also director of an educational TV stuio. In the 1990s he worked on MPEG set-top box design, and aerospace satellite electronics. He currently works on the Tektronix MPEG product line in Cambridge, U.K. Purdy is a member of DVB Commercial module setting digital TV standards and also MHP interoperability group of the DVB. He also works on test solutions for the new advanced video compression formats, and has delivered seminars and papers worldwide.
