Abstract: Various models for television distribution via broadband data networks are examined and discussed from an engineering management perspective. Certain economic considerations of the distribution models, especially those likely to impact engineering design and capital expenditure decisions, are also addressed. It is concluded that broadcasters might best divest themselves from their signal-distribution roles.

Ian Oliver joined IBI in 1991 and has 20 year's experience in the television industries. Since joining IBI Group, Oliver has led the establishment and growth of the firm's communication systems practice, which specializes in the engineering and implementation of television production and distribution systems (including CATV and wireless technologies), voice and data systems, and general telecommunications systems. — Oliver and his colleagues work with major systems operators and television broadcasters in North America and overseas. He is a director of IBI Group and an active member of SMPTE and the SCTE.

Brian Holmes has been active in the electronics and communications industries since 1983. In ensuing years he has been directly involved in projects that incorporate high-performance/high-reliability electrical power systems, wireless communication systems, and state-of-the-art cable telecommunications systems. — Holmes has also held staff management positions in telecommunications operating companies. He has been responsible for the design, implementation, and maintainance of core-business, critical management of wired and wireless radio frequency communications systems, including advanced technology CATV master headends and primary hubs. He is a certified engineering technologist and a member of both SMPTE and the Society of Cable Telecommunication Engineers.
