Abstract: The Needs of the closed circuit television industry are in many cases different than those of the broadcast industry. The Electronic Industries Association (EIA) Standard RS-170 has long been recognized for broadcast. It describes a standard for only one scan rate and for a given bandwidth. It describes a complex sync waveform. All of these functions are suitable for many closed circuit television usages but a different specification would be necessary to provide for more than one scan rate, for broader bandwidths and most importantly a simpler sync waveform. Both the users and the manufacturers have been plagued by the lack of closed circuit television standards and have been forced to produce their own standards either by modifying RS-170 or actually generating a completely new waveform. As a result, true compatibility of equipment did not exist throughout the industry and the need of standardization was apparent.
