Abstract: One of the first and most important studies undertaken by the (JCIC) Ad Hoc Color Television Study Committee concerned the effect of variations in broadcast television synchronizing signal parameters, albeit within the tolerances of FCC Rules and Regulations, upon the uniformity of color reproduction on home receivers. (The Joint Committee on Inter-Society Coordination represents the SMPTE, the NAB, the IEEE, and the National Cable Television Association.) Extensive laboratory and field tests, as well as engineering studies, conducted by the Committee revealed the need for more stringent and definitive specifications, if a significant reduction in hue and saturation variations among program sources and stations were to be achieved. Accordingly, the Committee's findings were turned over to the Electronic Industries Association (EIA) Broadcast Television Systems (BTS) Committee with the recommendation that appropriate action be taken to tighten synchronizing signal specifications. The following EIA Recommended Practice provides target values and tolerances for base-band program signals leaving broadcast plants and being distributed to transmitter plants.
