Max Beard, Silver Spring, Md., as United States Delegate to the International Committee on High-speed Congresses, due to his retirement from government service. He has been replaced in this assignment by Carlos H. Elmer, Scottsdale, Ariz., formerly SMPTE Vice-President for Photo-Instrumentation Affairs.
