Abstract
This paper first briefly summarizes how interactive multimedia services can be implemented in a broadcasting environment characterized by oneway transmission. Next, Integrated Services Television (ISTV) is proposed as an approach for realizing broadcast multimedia services in the digital age. It is shown that the structured data approach is capable of describing displays and services that are flexible and able to be extended. Finally, we assess the effectiveness of ISTV functions and the structured data approach using simulator and test programs. Viewers' responses to a menu display that show a range of available services were solicited, and 90% of the respondents were found to be favorably impressed by the ease with which available services could be understood.

Kazuya Usui received his B.E. degree in electronic engineering in 1986 and M.E. degree in 1988 from Hokkaido University, Japan. He joined NHK Nagano in April of the same year. Since 1992 he has been engaged in research on the development of broadcast services at the NHK Science and Technical Research Laboratories

Kenjiro Kai received his B.E. degree in electronic engineering from Waseda University, Tokyo, in 1981. He joined NHK in April of the same year. Since 1989 Kai has been involved in research on the integrated services of digital broadcasting (ISDB) at the NHK Science and Technical Research Laboratories

Mikihiro Ueno received his B.E. degree in instrumentation engineering in 1993 from Keio University in Tokyo and joined NHK in 1993. Since 1995 he has been with NHK Science and Technical Research Laboratories working on the development of the multimedia information broadcasting system. His current research interests are interactivities in broadcasting media.

Akira Ohya received his B.E. degree in electric engineering in 1969 and M.E. degree in electric engineering in 1971 from Tokyo University, Japan. He joined NHK in 1971. He has been with the NHK Science and Technical Research Laboratories since 1975. Ohya has been working on the development of the still picture broadcasting system, teletext system, data broadcasting system, conditional access system, and ISDB system. He is a senior research engineer of the Multimedia Services Research Division.

Tadashi Isobe received his B.E. degree in telecommunication engineering from Tokyo Denki University in 1969. He is senior research engineer of the multimedia services research division at NHK Science and Technical Research. Isobe has worked on the development of the teletext, satellite broadcasting, data broadcasting, and the ISDB systems. He is currently in charge of text coding and multimedia coding.
