Abstract: The official field and laboratory testing has concluded, and the results have yielded new insights as well as confirming existing information regarding the implementation of digital television (DTV) in the U.S. Concurrently the FCC has issued a new Notice of Inquiry, and the final implementation timetable is being debated. This paper presents summaries leading to more specific practical execution models and techniques. Specific issues and findings regarding the network/station architecture, local station models, HDTV/SDTV operation, and simulcasting are discussed. The ATSC standard, signal formats, transmission schemes, and new presentation and storage methodology are discussed as the specific challenges are addressed. Finally, implementation cost models revised from previous discussions are presented.

Wiliam Y. Zou holds a B.S. degree in electrical engineering from Shanghai University, Shanghai, China, and an M.S. degree in electrical engineering from the State University of New York at Binghamton. From 1984 to 1986, Zou was employed by Shanghai Television Broadcasting Technology Research Institute as a design engineer. In 1988 he joined the Public Broadcasting Service (PBS) in Alexandria, Va., as a communication systems engineer. His current work includes HDTV, digital compression and transmission, subjective and objective video performance assessment, signal processing, and communications systems. He is actively involved in testing digital television systems for PBS and its member stations, as well as in HDTV standards development in the U.S. — Zou is a senior member of the Institute of Electrical and Electronics Engineers (IEEE) and a member of the SMPTE. He currently serves on the Board of Editors for the SMPTE Journal.

James A. Kutzner is currently vice-president of operations and engineering at Twin Cities Public Television in Saint Paul, Minn. In this capacity he is responsible for all technical operations including program production, post-production, broadcast and satellite communication, maintenance, and technical development. In addition, Kutzner chairs the PBS Engineering Committee and participates in other public television management and engineering activities. — Previously, Kutzner was associate director, engineering development, at PBS. He was instrumental in the development of the compressed video, audio, and data delivery system for PBS, which was inaugurated in February 1994. He was also instrumental in the early development of the Local Insertion System, a digitally based network control system for PBS and member stations. He served as Secretary on the FCC's ACATS Field Test Task Force, and on various ATV/DTV committees. Kutzner has also chaired SMPTE's Studio System Design Working Group (WG-SSD), which investigated design models for future digital television production plants and broadcast facilities. — Kutzner holds a B.E.E. degree from the University of Minnesota and is a member of IEEE and SMPTE.
