Emphasis is now increasingly being directed toward the impact of technology upon spectrum conservation, viewer perceptions and the vital matter of the profitability of broadcast companies themselves. New developments must be analyzed in these terms and realistic priorities established to identify those projects which should be implemented immediately, relative to those that might be postponed or abandoned entirely.
