    "abstract": "It is generally accepted that a bit-rate of about 100 Mbit/s is required for digital coding of high-quality television signals, using conventional linear p.c.m. Although such simple coding has many advantages in the television studio, it is grossly inefficient in terms of information-carrying capacity, and once the digital video signal leaves the studio, for distribution to local-area transmitters for example, it will have to compete with all manner of other digital signals in tomorrow's world of all-digital communications. The concept of universal, digital communication highways is fine, but the video signal is a greedy companion in comparison with the major occupant of these highways, the telephone signal. Similarly such video signals are greedy of digital storage media which will soon play a major role in studio-signal processing, and thus it is important to look at methods of coding them more efficiently. Of course, the final solution involves striking a balance between the cost of hardware required to effect a bit-rate economy and the cost of transmission or storage of the digital signal.",

        "bio": "Peter Rainger, C.B.E., B.Sc. (Eng.), C.Eng., F.I.E.E., is Deputy Director of Engineering, British Broadcasting Corporation. His degree is in Electrical Engineering (Northampton Engineering College, London University). He joined the BBC in 1951 and worked on film equipment, later moving to the field of magnetic recording and then signal-processing equipment of various types. In 1969 he became Head of Designs Department and was appointed Head of Research Department in 1971. Subsequently, he was promoted to the post of Assistant Director of Engineering and the Deputy Director of Engineering where he has responsibility for all research and development and the other specialist departments involved in capital projects throughout the BBC. He was a member of the Electronics Divisional Board from 1969 to 1972. He has been the author of a number of papers presented to the I.E.E. and was awarded the Franklin premium in 1966. He is chairman of the European Broadcasting Union Working Party V (New Technology). In 1964 he received the Royal Television Society's Geoffrey Parr Award for work on standards conversion and in 1973 he was made a Fellow of the Royal Television Society. In 1967 the Academy of Television Arts and Sciences presented him with an Emmy Award and in 1972 he was awarded the David Sarnoff Gold Medal by the SMPTE. In 1978 he was honored with the C.B.E.",

He was awarded a BBC Research Scholarship and remained at the University to study v.h.f. multipath fading and diversity reception techniques for mobile radio, for which he gained his Ph.D. degree in 1973. He then joined BBC Research Department where he has worked on both sound reproduction and digital video. He undertook a detailed study of subjective properties of the human auditory system which led to the development of the BBC Matrix H quadraphonic sound system. In 1977 he transferred to the Baseband Systems Section to manage the digital video bit-rate reduction project and he maintains a keen interest in subjective assessment of systems performance.",
