In the case of decoding of JPEG2000 lossless codestream's and subsequent JPEG2000 lossy encoding of the decoded image, lots of computational time is consumed especially during JPEG2000 lossless decoding. In order to reduce the time, partial decoding of the lossless codestream is proposed. In addition, by employing a unique rate control, the degradation of image quality caused by partial decoding is reduced.
