He is currently responsible for long-term planning, investment, and adoption of new technologies for use in production, post-production, interactive system, and accessible media, as well as business systems. Under his direction from 1985 to 1993, the WGBH engineering facilities underwent major technical renovations, including a wide-bandwidth routing system, computer networking, and the adoption of digitized video nonlinear editing. He made WGBH one of the first stations to go stereo, including SAP, and was instrumental in bringing the descriptive video service to the public. In 1988, WGBH received the Armstrong Award for Technical Achievement because of his use of PCM pseudo video to broadcast digital audio directly to the listener. MacCarn was Chairman of the Data Analysis Subcommittee, System Subcommittee-System Standards (WP4), and FCC Advisory Committee on Advanced Television Service. He is currently a member of the PBS Engineering Committee and a PBS representative to the Advanced Television Systems Committee (ATSC). MacCarn has been in the television industry since 1976 when he joined KETC, the public television station in St. Louis, Mo.; there he rose to the position of chief engineer. While with Emerson Electric's Aerospace Division from 1980 to 1982, he designed and developed dedicated microcomputers for the interactive videodisc using Touch Panel technology. MacCarn received a B.S. degree in computer science in 1983 from the University of Missouri, St. Louis, where he held the honor of University Scholar. He did graduate work in computer architecture at the State University of New York at Stony Brook in 1984.
