"abstract": "In his Report1 as retiring chairman of the Standards Committee, F. T. Bowditch offered several suggestions for improving the effectiveness of the Committee. Briefly, he proposed that the development of standards could most properly be done by the several engineering committees of the Society and that the past practice of organizing subcommittees of the Standards Committee to prepare such standards should be discontinued wherever possible. Further, he proposed that the Committee on Standards should be so organized that it functions primarily as a policy-making group, but it should also be competent to consider the over-all effect of standards proposals in relation to the industry and to related standards.",
