    "abstract": "Absolute speed control can be achieved only with a fixed or recorded reference. Reasons include physical properties of tape and mechanical properties of tape transport. If tape properties can be accepted as they exist, the mechanical theories of tape transport must be thoroughly investigated. This paper is a resume of the pertinent and sometimes little understood phenomena of tape transport and a report of the limits which these theories have achieved in practice.",
